Apparaissant pour la première fois dans le chapitre 281, Tobi intrigue immédiatement par son apparence. Son visage est totalement recouvert par un masque étrange avec un motif en spirale et ne possède qu'un seul orifice au niveau de l'œil droit.

C'est Zetsu qui l'introduit dans l'Akatsuki après la mort de Sasori car il ne faisait pas partie de l'organisation à cette époque.

Ce n'est qu'au chapitre 317 qu'on le voit avec l'uniforme de l'Akatsuki, aux côtés de Deidara. Sa première mission en tant que membre de l'Akatsuki sera de capturer Sanbi, le Bijuu à 3 queues, aidé par Deidara. Durant le combat, il montre une certaine peur à l'idée d'affronter un tel monstre seul. Néanmoins son camarade va quand même l'aider (bien qu'il ait déjà rempli son quota de Jinchuuruki capturé).
Après le combat contre Sanbi, Tobi se vantera d'avoir battu le Bujuu d'un seul coup. Cela dit, il semblerait que se soit en fait Deidera qui l'ait battu grâce à ses bombes explosives.

D'un tempérament déroutant, Tobi ne semble pas particulièrement intelligent et ne semble pas particulièrement courageux non plus. Continuellement occupé à charrier Deidara, il n'est pas rare de voir les deux « collègues » se battre pour des broutilles. Même si nous ne savons rien de ce personnage pour le moment (ni son origine, ni sa force, etc. ), nous sommes en droit de penser qu'il possède une force et des jutsus particulièrement puissants puisqu'il a été admis à l'Akatsuki.

Certains fans pensent que Tobi serait Obito Uchiwa, feu le camarade de Kakashi. La correspondance entre les deux prénoms, le fait qu'il soit mort prés du pays de l'herbe (le pays de son "camarade" de l'Akatsuki Zetsu), le fait que le masque de Tobi ne révèle que l'œil droit (qui est également le seul œil intact d'Obito) et les paroles d'Itachi qui suggère l'existence d'un troisième Uchiwa vivant concorderait à ce qui n'est néanmoins qu'une rumeur.
